The new bankruptcy law requires any debtor that wants to file to seek credit counseling before they can file with the court.  In some cases the bankruptcy law may even require a debtor to seek additional counseling on budgeting and debt management before they will be willing to hear their case.  The bankruptcy law also puts income restrictions on a Chapter 7 bankruptcy, which means many consumers who would have been able to file a liquidation bankruptcy will now, under the new bankruptcy law, be forced into a re-organization or Chapter 13 bankruptcy where they will be required to repay at least some of their debts.
